Dr. Marshá T. Horton is the Dean for the College of Health and Behavioral Sciences at Delaware State University. In that role, she is responsible for administrative leadership for the Departments of Nursing, Psychology, Public and Allied Health Sciences and Social Work; and for the Center for Health Promotions. She is a consultant in the areas of assessment, accountability and public policy and formerly was the Associate State Secretary of Assessments and Accountability for the Delaware Department of Education. She serves on the Community Advisory Council for the Delaware Clinical Translation Research Initiative (ACCEL), on the Executive Committee of the Board of Directors for the Delaware Foundation for Science and Mathematics Education and is President of the Board for the Early College High School at DSU. Dr. Horton was a Salute to Excellence Honoree by the Alpha Kappa Alpha Sorority, Inc., received the Delaware State Board of Education Order of Excellence, was named a Living the Legacy Honoree by the National Council of Negro Women and on two different occasions was honored as an Outstanding Young Woman of America. She has presented at several national and international conferences and has authored numerous articles.
Dr. Marshá T. Horton is a native of Richmond, Virginia. She graduated Magna Cum Laude from Sweet Briar College and was inducted into the Phi Beta Kappa Honor Society. She continued her studies at Cornell University and received her doctorate in Educational Psychology from the University of Illinois, doing her research in sociolinguistics and reading comprehension at the Center for the Study of Reading.
